The US Congress is unlikely to mount an immediate legislative response to President Donald Trump’s decision to indefinitely postpone Graham Act sanctions and tariffs against Russia, as lawmakers remain in recess until after the Nov. 3 midterms. While lawmakers across both parties condemned the executive waiver – with Republican Thom Tillis calling it “more than irresponsible” and John Cornyn, Chuck Schumer, and Elizabeth Warren issuing criticism – pending bills to block the move remain stalled until post-election sessions convene.
