President Volodymyr Zelensky announced that Ukraine is prepared to freeze combat operations along existing front lines to bring an immediate halt to the war, while firmly rejecting territorial concessions and vowing never to recognize occupied lands as Russian sovereign territory. Clarifying that Russian forces currently control 19.3 percent of Ukraine rather than 25 percent, Zelensky stressed that halting the war along the line of contact cannot involve ceding the unoccupied Donbas.
