Linkspartei, Grüne und SPD wollen in Berlin auch Menschen ohne deutschen Pass nach fünf Jahren Aufenthalt wählen lassen. „Mit der jetzigen Grundrechtslage ist das nicht zu vereinbaren“, sagt Europa- und Staatsrechtler Volker Boehme-Neßler.
