Selon un rapport du Centre national de renseignement espagnol (CNI), transmis à la justice, un réseau logistique structuré aurait facilité larrivée de migrants marocains à Ceuta. Ce réseau aurait mis en place des hébergements temporaires dans le nord du Maroc et utilisé des moyens de transport maritime avant lentrée massive dans lenclave.
