In the Assembly, Chief Minister V.D. Satheesan cited a July 27 Chief Secretary meeting, saying no appointments can proceed because the vacancies created for deputation are temporary and not permanent, while rank-holders contend similar deputation provisions exist in other states and that Cabinet clearance, promised by the government, has stalled for over a month.
