El abogado laboralista Ricardo Martínez Rojas, socio de la firma D&MR, explicó que para modificar las reglas era indispensable que se realizara una reforma a la ley, en lugar de imponer la medida mediante un acuerdo interno del propio Instituto Mexicano del Seguro Social.
